If we want to phase out the bad subsidies, we need to know how to identify them. The G20 agenda is not to eliminate all subsidies. It is only to eliminate the ineficient ones. Many attempts to estimate energy subsidies in Canada have not diferentiated between eficient and ineficient subsidies.
Canada is an important producer of energy. And, given our geog-raphy and climate, Canadians are proportionately significant consumers of energy. Energy policy is a priority for many provincial governments and for the federal gov-ernment. Several provincial governments receive substantial royalty payments from natural gas and oil extraction.
The federal government does not usually administer energy incentives. Instead, it provides provinces and territories funding to administer their own through the Low Carbon Economy Fund. Zero-Emission Vehicle Incentive – One notable exception is ZEV incentive offered through transport Canada.
